Blocked toilet

I have a blocked toilet . It rises and takes ages to go down in the pan. We have tried one shot caustic soda and plunging. It’s downstairs toilet the sink in there also comes out separately through the wall. When you run the tap the water backs up in that outside drain as well.any ideas as cannot afford expensive fixes . Nothing is shifting it

Sounds like the drains need rodding and should clear any solids blocking the water to drain and is backing up.

This is the external drains which are blocked I would advise speaking to your neighbours to see if they have any problems with there drains if they do this would be a water company issue and would be wise to call them first as you wouldn’t have to pay for them to come out to clear the drain.
If there drain isn’t blocked this would be your drains which is blocked and will require rodding or high pressure water jetting to clear

The main pipe may be blocked, or further on down towards the drain.
usually the back of the toilet pipe may be blocked with debris or tissues.
