Toilet cistern filling hot and no cold water bathroom tap

Having an intermittent problem with my toilet cistern filling with hot water, and the mixer bathroom tap only supplying hot water. It seems to be happening intermittently (working normally for a couple of days at a time, then hot water only again). The problem usually only lasts a few flushes. When it is flowing with only hot, both the tap and cistern don't receive hot water. Can't work out what the problem is! Presumably if a faulty mixer valve/flapper for the toilet, the bathroom tap wouldn't have any issue? I have a combi-boiler.
