Towel rail
Why won't my towel rail which is connected to the central heating heat all the way to the top. It has three sections and only the bottom half is hot

Sounds like it needs bleeding, trapped air withing your towel rail will stop water getting fully ciculating through the rail, if you bleed it to release any trapped air the rail will fill with water and then will warm correctly
