Insulation around consumer unit

Our consumer unit is set back in the wall and was recently changed for a newer, smaller unit which has left a gaping hole in the wall/plasterboard around the new unit. How can I safely fill/insulate this hole to stop the draft that is now pouring in? Can provide pictures if required.

IP rating for over the top of CU should be at least IP4X and for the side and bottom of CU should be at least IP2X
