Hot water flow in header tank

Netaheat potter ton profile 50e with either hot water or heating - water leaves the boiler flow pipe, up into a T junction which is left to go to diverter valve or across and up one floor to header tank … hot water goes both directions - there is a constant flow in the header tank … the diverter valve appears to work - is hot water supposed to go to the header tank - it seems like I’m wasting hot water or heating the loft … ( this stops happening if I switch off the header tank return valve - ( but I guess that will stop the heating from working properly) - is this correct?
