Small front garden wall

Our next door neighbour's side garden extends around a corner and is up against the path into our house. They have a bush which is left to overgrow over our path and the rubbish which collects under it then spreads onto our property. We did put a small trellis fence in initially to distinguish where our front stops and where their garden starts but that became buried long ago. We were cutting the bush back but due to health problems it's not so easy for us now. Would getting a builder to construct a brick wall to separate the two areas prevent the bush from extending over our front or would it's continually growing just eventually damage the wall?

This would be fine
I would dig and concrete a deep foundation to hold the wall then build a double skin wall with pillars for strength.
