Filling hole in the wall / ventilation

I have a 1930s semi which I’m renovating. It has curved bay and had signs of damp when I bought the house. The previous owner had cut a brick in half and shoved it in an open part of the wall which I presume is for ventilation since it’s parallel to an air brick on the exterior wall. I wanted advice on if I can fill the hole with something breathable that doesn’t let (as much) cold air / draft through - I have a decorative plaster vent to go over the hole but don’t want to install it before sorting out what can go behind it first.
