Are rripper rods fitted correctly?
Our carpet fitter has fitted the gripper rods in front of the radiator and then put another piece of underlay behind up to the wall so the gripper rod isn't actually doing that's not right is it? He's done the same in front of a step in the bedroom. The gripper rod is approx 1-2 inches in front of the step with more underlay placed in front of the step so again the carpet can't grip to anything. Is that right?

No ,that's not right.The gripper rods should be positioned close to the wall or step around 1/4 inch away.
Is their anything stopping the gripper from being placed in the right position only other reason if the radiator is really close to the floor so wouldn't have any other option but gripper infront then use spray adhesive to fix in place
No that is not correct the grippers must be a few millimetres away from the wall there should be no underlay against the wall the underlay must be up to the grippers that are near the wall.
No all gripper rods should be fitted the same thickness of the carpet away from all perimeter never put under infront of gripper
This is incorrect, the fitter didn’t have a way of fixing the gripper where it should be. Either using the pins provided, or sticking the gripper with a suitable adhesive.
