Underfloor Heating Manifold in a bathroom

Is it normal practice to use a 3 way underfloor heating manifold in a bathroom, that supplies the bath, basin and toilet with cold water? Our 5-6 year flat in the building has it and it leaks. Two pipes and been tightened and leaks stopped there but where the mains water enters the manifold, putty has been added and is still leaking.

Advice from 2 local tradespeople

If it's is only supplying cold water and is in no way connected to any heating pipe the I would advise removing the manifold and putting a few "T" joints to connect all pipes.
