Blocked downpipe has no outlet underground?
Having removed the blocked down pipe from gutter and cleaned it also from pipe below ground it appears that this pipe has no outlet underground is this normal?

No as you nead a place for the rain water to drain properly
No it’s not normal. Down pipe is normally connected to gulley and that runs to a public sever or soak away in the garden.
No it ain't normal it should be connected to storm drain underground unless combined system it be connected into foul taking away from property
