Aqualisa Aquarian shower mixer

Water was gushing out of Aqualisa Aquarian shower mixer.
Insurance guy could not find the isolation valve, so he knock down the wall, cut off the pipes and plugged stop end.
I think that there was no need to do this. He could have simply done following:
1. Turn off the main stopcock
2. Expose the pipes by removing Aquarian shower mixer bar assembly.
3. Close the pipes with a stop end.
4. Turn on the mains stopcock.
Could you please advise?

What he's done was basically to up his bill done more work caused more mess and damage but he's been paid more money your right that was the solution now it is just more of a pain in the arsenal to replace

I agree, you have answered your own question,there should be stop valves on all feeds just before the taps & pan or on the main hot/cold feed to the bathroom, but yes they could have turned off the mains and repaired/replaced the mixer
