I would suggest giving it a rub down with some heavy grade sand paper first

Unfortunately i would not have the knowledge to give a true answer as we havr a very good relationship with a painter and decorator who would deal with that side of the building trade
Plastic paint colour??? 🤔 U mean a mid sheen? Or High sheen? Normally any sound surface will be fine to paper over. Providing that the surface is not flaking, peeling etc. If unsure, sand it lightly to provide a key for it to stick better. Alternatively use an adhesive this will stick It like glue.
